The team and the problem, in that order, before the product. Early on there is rarely enough traction to argue from numbers alone, so the question they are answering is whether these particular people are likely to work this problem out.
Should I raise from one investor or several?
Several, in almost every case. A single backer concentrates the risk of the round collapsing if that one conversation goes cold, and a group brings more introductions later. Rounds are usually assembled from a lead plus others who follow.
How do I follow up without being annoying?
Follow up with new information rather than a reminder. A short note saying what changed since you last wrote gives the reader a reason to reply, where "just checking in" gives them none. Two or three of those, spaced out, is normal and expected.
