Many look at their own state first, because proximity makes diligence and board involvement easier, but few limit themselves to it. Treat location as one signal among stage and sector, not as a filter that rules you out.

The team and the problem, in that order, before the product. Early on there is rarely enough traction to argue from numbers alone, so the question they are answering is whether these particular people are likely to work this problem out.
